When you clear the following chapters in the indicated mode the corresponding character will become available in Illusionary mode.

Unlock Mamiya:

Clear chapter 2 in Kenshiro's Legendary mode.

Unlock Shin:

Clear chapter 2 in Kenshiro's Legendary mode.

Unlock Jagi:

Clear chapter 4 in Kenshiro's Legendary mode.

Unlock Kenshiro:

Clear Kenshiro's Legendary mode.

Unlock Rei:

Clear Shin's Illusionary mode.

Unlock Souther:

Clear Rei's Illusionary mode.

Unlock Toki:

Clear Kenshiro's Illusionary mode.

Unlock Raoh:

Clear Illusionary mode with ALL the characters except Raoh.
