The MOAB killstreak is a nuke that kills the entire enemy team and works an an EMP, however it does not end the game. To get the MOAB you need to get 25 kills in a row (24 if you have hardline) with only your class, not killstreaks (you can use UAV, Advanced UAV and any other non lethal killstreaks).
