Put the jumping car code (is leap)and when you are in the level 3 go to mil house but do not talk to him just go beside him go fast as you can and before reaching the light house horn you will jump and you will go above the city (into the water)
NOTE!!!::: if you want to go back you have to quit cause you are above duhhhh!
