You have to finish one year of GM mode to unlock them. I'm not sure if you have to win it first
If you wanna unlock the Cost And Trade Features of 24/7 GM Mode, you will have to at least obtain the GM of the Year award once. That is how you unlocked it. If I say you unlock it, you will have to play it week by week. If you keep skipping matches for no reason, then you are just wasting your "precious time".
