Even though the Rick Thorne and homeless guy challenges for moneys are at every level, do you get unlimited money from them while they're still there or they'll be gone and be done with all the challenges and you have to find them at different levels?

Once you do enough of their challenges in a certain area, you can't talk to them again. That is your clue to move on to another area. Their money doesn't last forever :(
