Why is there always a cop thats in the same urb your in? Why does he pick fights with you now and then?

Definitely depends if you have a low rep with him or not, and/or if you do anything wrong.

If he sees you gambling, fighting, or mugging someone, he'll fight you (and fine you I'm pretty sure). If you ever see an interaction with his face pop up in the queue, it means he spotted you doing something wrong and he's coming to fine you, although you can easily just cancel the interaction to get out of it- same with if you ever see an interaction with the villains.
