What does the red bar mean?

On Xbox sims bustin out, When you are on free mode playing the game and you press start to pause and move to buy mode there is a long bar up the right hand side of the screen.
Under this bar there is a picture of a house and the bar frequently changes colour.
Why is this?

This bar represents the amount of things you can build, if the bar is full you can't build anymore things. This was made so the game didn't get glitchy and cluttered and possibly laggy.
