Why does the enemy get so many turns?

Alot of times when I go into battle I get only 1 move and then it gives each character no f the enemy a move before I get a move again and it keeps doing this the whole battle? It even does this on easy mode. Why does it give the enemy such an unfair advantage like that. It should be moe fair in it's move assignments?
