I do not think so. If you found the Hint Marker though, the guy says that there is no Lizard in this game. Sorry.

Yes it is. Complete battle arena fights and at 10:00 AM to 11:00 AM (I think) the manhole in front of Pizza parlor will open and if you enter there you fight lizard
Actually, you can only fight the Lizard in the GBA version of the game.
If you take a look at those hint markers, Bruce Campell will say that the Lizard does not appear in the game, although if you are good enough in the Arena you'll eventually fight mutated lizards, but not the Lizard himself.
