Hi I'm stuck in darius's territory and I have an Aston Martin DB9, Which is a tier 2 car.I have plenty of money and I think I need to upgrade to a tier 3 Car. Which one is the best excluding muscles?

You hate muscles? Well you need some theraphy. Murcielego,Gallardo,SLR McLAREN are some good cars or the Dodge Challenger.
A Muscle fan eh? Right, you need the Corvette if you purely like muscles. They are fast apart from the Viper & Challenger Concept. The Hemi Cuda is also a good choice, it can be in the Canyon. Now if you purely don't think the Corvette Or Hemi Cuda isn't working, you should get a Evo IX because it has good handling and acceleration if you tune it well.
Huh? Not muscles? A Corvette, Viper, or Challenger could really help you, but alright. Use a lamborghini, ford gt, or McLaren to win tons of races. And maybe have a tuner such as a lancer or a Skyline handy for some canyon races.
