When you are in Traverse Town, there are four candles on a table and a chest right next to it. How do you onpen up that chest?

Cast Blizzard on all four candles to put them out. Then you can open the chest.

If I remember right you have to use one of the blizzard spells to blow out all of the candles and then the chest will open

Well, this is what you do get blizzard from Wonderland and aim at a candle use blizzard swich your target with L2 or R2 to another candle( do this to all the candles). After that it will make a bell sound and walk up to the chest and it will open.
