You just have to be patient sometimes it will happen the first time you try raising your tension and sometimes it takes more
I don't think you can raise your tension to 100 untill you get to lvl 20
You raise your tension, and when you get to 50 tension, if it doesnt't say you reached a state of high tension, you can go higher.
