In picolo's Dragon universe. Just before you face buu in the hyperbolic time chamber go to the south west desert and look around. You will find Hercule. Then go to either central city or Hercule city and you will find videl and you will then get Hercule's capsule.
Alright. You acceive him on Piccolo's DU. Okay after the event in Central city, before fighting Buu, search the south near Kami's lookout near Baba's palace. Once you find Hercule head to central City to talk to Videl, Hercule will then be unlocked.
Hercule: Use Piccolo's Dragon Universe for AT LEAST the second time. BEFORE you fight Buu, and AFTER the "event" at Central City, search the desert surrounding Baba's Palace. Do this carefully, and you will find a scene with Hercule. After this scene, go to Central City and talk to Videl. After your conversation with Videl, Hercule will become unlocked.
