Use a wish to get the capsule for the character. When you put it in the custom tray it takes up the whole thing but you can use any attack.
I don't have the game but know a bit about it, a breakthrough is some thing that you can get from the dragon and it gives you all the attacks (including fusion) for that character.
No I think the only way to get one is to wish for it
