Go to the building over the water where all the wooden bridges are. At the edge of where the city is and the water, fly a little bit forward, then turn left a bit. There is the buildin that you can fly onto. When you get on, jump out of your car and land on the building. If the car is in your way, shoot it off. then double jump and press square to do a dive. Jak will freeze for a bit befor he pops up and lands on his feet again.
