First you go to the Asuka Inn, climb the stairs and talk to Guilmon.
He'll tell you that his cousin has the card. He's in the Forest Inn.
Afterwards that Guilmon sendsto Seiryu City. He's by th Cardmon in the tower where you buy items and armory.
He'll give you a fake card, but you have to go to the station to figure that out.
Then go back to Seiryu City and talk to the Guilmon that's close to the Gym leader's tower.
He will tell you to look for him in a place with ghosts.
That's the bottom floor of the Forest Inn.
