He is in bulk swamp.

Be careful he uses giga destroyer.

He's in Ether Jungle. When I battled him, he was somewhere in one of the side paths. Make sure you go to Garudamon's gym first and train. Garudamon's gym is north west of the Ether Jungle. Be careful of his Atomic Blaster move. It destroyed my most powerful digimon.
