Go through boot mountain and kulon mine to get to the lake of ice. Then go through the lake of ice to the end and it is inside a doorway/tunnel with the head of a saberleomon. Then inside to get to the gym leader(flamedramon)((not a real leader^_^)) drop down a drop and go along the passage the go up stairs and go left.
