Question for Digimon World

Is a tamer level 4 (advanced) enough to get an ultimate digimon?
Please answer me!
I have an tamer level 4 (advanced).
If it is enough, please tell me how I do get an ultimate digimon..
With my vegiemon I had:
Hp: 4085
Mp: 4010
Off: 520
Def: 300
Brains: 464
Speed: 177
I never let my vegiemon poop on the ground(only one time), I did a few battles, I let him rest and sleep when he wants to and I feed him when he wants to.then he died
What's the problem that he never digivolve??

1. You probably need some digiseabass or an even higher tamer level it may be high enough it depends on the digimon
2. Also your brains could be a bit higher

Give it time it will work soon enough.

And for your digivoloution item you need the secret item shop don't ask me how to get it idon't know myself.

It does not always do it the best digimon to have is monocrowmon or traynomon sorry about the bad spelling.

Of Course it is..... I am only tamer level 1 and i got metalgreymon......... ( not using an item)
