You use the tear of hate and the tear of love at the alter behind the hidden entrance to the Dragon Shrine place behind the waterfall beside the Hydra marshes

The seventh dragon is on the top of Terra Tower which is Sky Dragon Isle after it transforms.

The seventh dragon is the dragon you fight before the time devourer the last boss.You may get the element after you use the tear of love and the tear of hate in the altar in divine dragon falls in another world.
