To get Goro, You must complete the game with Shinnok. Let the credits pass your screen and when you can select a character for the next game, light the 'hidden' button, but don't select it. Then press Up, Up, Up, Left (you will end with Shinnok but 'hidden') and then, press Run + Block together.
