This goes to alan h. You can get the Seifer card on disk1 by doing the following.

1.Get Quistis and Zell cards

2.Head to Balamb garden and get on the elevader.

3.Click on 3rd floor and challenge Headmaster Cid.

(Be careful, he is good!)
