I'm afraid you must have pushed it the wrong way initially, I never encountered any such difficulty when I reached this point. There aren't any obstructions that I can recall, it should slide easily out of the cell, into the hallway and finally into position beneath the hatch.

I'm in the electric chair room with the guy getting electricuted, how do I get out?

When you get in the room he is saying things bout when his wife came to visit and every couple of seconds electricity is coming out of his body.

Jump over those and then wen he starts saying it burns or something like that shoot with any gun (preferbly the tommy gun) the electric boxes on the wall.

You will only be able to do this one at a time so repeat it and you should beat him.
