Breeding is simple, just have your pet interact with a same-species pet, opposite genders obviously, tell your pet to "Go Here With..." his/her little buddy to any lot with a dog house on it.
Tell your pet to interact with the other pet again, choosing the "Try For Kittens" or "Try For Puppies" interaction listed under "Romantic..." and the pets should automatically go to the pet house. Listen for the Happy bells sound effect, signifying pregnancy success, and you're good to go.
It may take multiple tries to get the pets to go into the pet house, and you won't be able to get it to work at all if one of the pets has a low motives bar, such as extreme hunger.
