I think it is the editor which allow you to move players before starting a game e.g. Don't like Torres at liver pool you can move him freely on the modifire

If Its The Editor You Mean,
The Editor Lets You Change Contracts (players to diffrent clubs)
And make new kits for clubs or make relationships for clubs(like make rivals)

I think there is a mod floating around that lets you customise games while your playing them e.g boost conditition to full, have offers accepted, mover players, boost morale, cash injections and suchlike. Never been able to find it but a friend of mine has it for the 07 version of this game
