You can find lady celestia on sunbreeze grove, there are two ways to get there, first is that from Oaklore; you will have to go outside(outside the sneevil forest) and before entering inside the gates go right(to the path to Falconreach)and turn left. Follow the path to the very end and ask the guy to take you to sunbreeze grove, alternatively you can simply go in Falconreach and use the portal over the bridge over twilly to sunbreeze grove. If you secure and manage to make the dragon egg hatch,(completing the dragon egg saga)you would be able to access special options, most are for Dragon amulet players only. Like the superior dragonlord evolved, normal or custom colured armor and baby dragon quests. Hope this helped you.
