Use the Russian/Chinese vehicles on the Test Range (this only works on EA Origin). On the PC version when players rent a server they can change which factions (US, RU, CN) are in the match. They can even reverse the bases, e.g., RU base becomes CN base and CN base becomes RU base. They can also duplicate the teams, e.g., US v US.

It doesn't tell you which factions are in the game until you Join in but it does on the BF4 Battlelog Multiplayer server browser. If you hold Ctrl and press Esc while in the BF4 game the screen is reduced. Now go on the internet browser and search bf4 battlelog. Click on Battlelog / Battlefield 4 then LOG IN (any account). Go on Multiplayer (on the Filter, on Mode select Conquest Large as it has the most servers, on Type select Official and Ranked, leave the other options unchecked). Select a Server Browser and it shows the 2 factions to the right. It doesn't show the factions on Defuse, Gun Master, Rush, Squad Deathmatch or Squad Obliteration game modes. Where it shows the 2 factions to the right, if the left faction is different to what the default faction is (US vs RU, US vs CN – also see 2nd paragraph below) these are the servers you want because this is the faction's vehicles that will be loaded into the Test range. The default factions don't affect the vehicles you get on the Test Range, they will still be the US vehicles.

Write down the server names that's in the banners (the first few characters are enough), the ones where the left faction is different to the default faction (see below), you may want to write down the server settings from the banner as well – region, game mode, map, preset in case the server names don't register on search. You can then Favorite them.

On the BF4 Battlelog Multiplayer Server Browser these are the default factions to the right when a server browser is selected: The default factions for the vanilla/stock maps Siege of Shanghai, Hainan Resort, Flood Zone, Dawnbreaker, Paracel Storm and China Rising dlc, Naval Strike dlc, Dragon's Teeth dlc and Operation Outbreak, Dragon Valley (US v CN is default). Zavod 311/Zavod: Graveyard Shift (RU v US is default). Lancang Dam, Rogue Transmission, Golmud Railway are the only 3 maps with Russian and Chinese factions (RU v CN is default). Operation Locker and Second Assault dlc, Final Stand dlc (US v RU is default). If any of these combinations are different to the defaults: RU v US, RU v RU, RU v CN, CN v CN, CN v RU or CN v US write down the server banner names and settings. Don't use the default faction settings to those maps or else the vehicles will still be the US, you can use the default if it's reversed, though. Don't write down any with US on the left, I.e., US v RU, US v CN or US v US or else the vehicles will still be the US. If there's any with RU v RU or CN v CN write down the server banner names and settings as these are guaranteed to get the Russian vehicles or Chinese vehicles on the Test Range.

Click on the BF4 square at the bottom to exit BF4 Battlelog and return to the BF4 game. Go on Multiplayer (check Conquest Large, Official, Ranked on the Filter and leave all other options unchecked) and type in the server name in the search box to the right and it should come up if not enter the server banner settings on the Filter. You can then Favorite it. Join the server (no need to deploy), Quit, then go on the Test Range and it should have another faction's vehicles: If the factions for Lancang Dam, Rogue Transmission and Golmud Railway (RU v CN is default) were RU v RU/RU v US you get the Russian vehicles, if it was CN v RU (reversed)/CN v CN/CN v US you get the Chinese vehicles. If the factions for Siege of Shanghai, Hainan Resort, Flood Zone, Dawnbreaker, Paracel Storm, China Rising dlc, Naval Strike dlc, Dragon's Teeth dlc and Operation Outbreak, Dragon Valley (US v CN is default) were RU v RU/RU v US/RU v CN you get the Russian vehicles, if it was CN v CN/CN v RU/CN v US (reversed) you get the Chinese vehicles. If the factions for Zavod 311/Zavod: Graveyard Shift (RU v US is default) were RU v RU/RU v CN you get the Russian vehicles, if it was CN v CN/CN v RU/CN v US you get the Chinese vehicles. If the factions for Operation Locker, Second Assault dlc, Final Stand dlc (US v RU is default) were RU v US (reversed)/RU v RU/RU v CN you get the Russian vehicles, if it was CN v CN/CN v RU/CN v US you get the Chinese vehicles. If the game is full you can Join in as a Spectator or Commander (if enabled) and then Quit and go on the Test Range.

Other presets on the Test Range:

PC/PS3/Ps4/XBOX 360/XBOX ONE: If you Join a game with the preset Normal, Hardcore, Custom (depending what the Custom rules are) or Classic (no need to deploy) and then Quit and go on the Test Range, it will have the same preset rules. Hardcore preset has no mini-map, friendly fire, no enemy name tags, only spawn on squad leader, no HUD, no 3rd person vehicle cam, no health regeneration, no kill cam, no 3d spotting, player health 60 (instead of 100). Classic preset has no enemy name tags, only spawn on squad leader, no 3rd person vehicle cam, no health regeneration, no kill cam, no 3d spotting.

Console commands:

Press ~ to open the console window at the top to enter commands. If you don’t have a full size keyboard press` (under Esc) to bring up the console window. Press ~ or ` again to exit. Look online for a list of console commands.
