There are level requirements to duel certain people. Try to level up again and check. It might take days before you're able to duel him. Just keep trying.

The level requirement for the Chumley event is 8, so if you're not at level 8 yet, then you should level up to there. If you are, then just keep waiting until there's an event marker near the hot springs on the East Side of the campus.
