The bullitin board is in Miniopolis Chronicle, check your map.

The bulletin board is located in the newspaper place, which is behind the hospital.
When you walk in you will see the board.

Its in the newspaper place. . . where the guy in the wheelchair is sometimes . . . if that doesn't help go down at the doctors surgery then left and in those doors and its on the wall. . .
