Splicer Island goal 3

I knew Jack I. Deal and Mokey and Busta Cruz but I can`t find Busta.
Every time I call him,he said he is on splicer island but I can't find her.
Where is he?

Busta cruz is at the that crab shack over by the market place, he usually is in the bathroom
