Chef

What does the chef want, when I talk to him he says something about a scarecrow and a fish, and also his feet. Can someone tell me what he wants?

He doesn't actually want any of those things, if you become more of his friend, he will tell you what he wants. He only says those random things to throw you off course, all of the people will do it if your friend bar is on red with them.
