Ok, go to Mrs Weeder is and just behind her is a withered Chilli Pepper bush. Water it and havest the peppers. Then go back to Chef Butcher and hand them to him. Its quite simple

The chili pepers are in The gardener lady's garden infront of her house.

There is a plant behind mrs weeder and when you water it harvest the chilli peppers and give them to him. Hope this helps.
