HI. When the Chef asks for spice foods, you have to give him a few peppers. You will find these in Mrs. Weeder's garden. It is the litte plant by her secon flower bed. Tap in the plant and it should say "examine" or "Water Pepper Bush". If it says examine, you will have to get a water carrier. You will have to make this item. I believe you have to have a coconut, a peice of driftwood ir a pile of sticks and some rope or vines. Go to your crafting bench and craft it. To fill it up, go to the area with the big pond and select "Fill Water Carrier". Then go back to Mrs. Weeder's garden and select "Water Pepper Bush". Once the peppers are ready to harvest, bring them to the chef. Select deliver items and he should take them. He won't accept them unless he has a green friendship meter. If his meter is red, give him alot of gifts like eggs and cucumber/zuchini. He'll accept it only when his meter is green.
