I'm not quite sure- I've completed the game and every time I had to zipwire I would just jump and fiddle with the control pad :P but I think what you do is jump hold down B and hold down UP on the control pad

Jump so Bart is very near to the zipwire by double jumping but don't let go of B and hold UP on the control panel.
