Town Hall Level

On the town hall level I can't get past the point where Lisa has moved 2x cars and has blocked front of stairs with the 2x dumpsters. Otto and Comic Book Guy form the ladder and removing the first dumpster frees Flanders and then once this is done it goes back to Marge and then she collects Flanders, Willie and Karl - I can't work out what to do next and the walkthroughs I've read are vague around this point. Can anyone help me out??
