The grappling hook is on the isle of snow where the anoks are. You have to figure out which anok is actually a yook and when you get it right go to the king anok and he opens the ice field. Go into the ice field and into the temple after you kill the yooks and continue like any other temple and when you kill the boss (which is 2 dragons) you get the grappling hook!
