Question for The Legend of Zelda: Phantom Hourglass

I have gotten the northwestern sea map but every time I try to go up there I get stuck in a tornado and sent back. How do I get through this I've been stuck for two days :( thanks so much

You need to wear a certaint necklace I can't remember where you get it but it is probably somwhere in the islands on the NW

Go to cannon island and get a cannon from eddo you have to go through the bomb garden and then go to the gap by the rocks and shoot the non gray ones and then you can go up there but you will run into something
