Right what you have to do is get to boos haunt then go up the stairs the far right door then the is like a platform in the corner with a red box on hit that (you must be mario) kepp pressing b until you get to the platform the go through the door and you will see a painting of luigi

Simple. Go inside the mansion, the go upstairs. Go to the door on the far right. When you go in you will see a red ? Box. Make sure you're mario by the way. Hit the box, then turn into the ballon, then float up and you will see a door. Go in there. You will find the rest of the way. Luigi's door is pretty much just around the corner.
