I'm not entireley sure what you mean but I think you I know.
When you enter the castle once you have 15 stars (i think) you will see light glowing down on the floor. Go into the light and look up at the sun. Then you will be transported to a kind of level. You should then fly down to the platform and jump on the red button. You should now be able to get the power-ups and flying cap.

Its sixteen stars, by the way, and look up at the beam for a while.
