The portal to Wario's area is in the chamber that also has the entrance to Snowman's Land. To get to this portal you must be Luigi. Grab either of the Power Flowers on the columns and run into the mirror, and then jump into the portrait of Wario.
When you enter the course, go forward and the winds will carry you onward. Continue on the course until you come to the hole leading you to Chief Chilly. Fight him as you would a Bully, but he will come out of the ice and collapse sections of the field as he bounces out of the ice and returns for more. Continue ringing him out until he stops bouncing sections off, and he will yield the key to Wario's chamber.
