Uh...the minimum is 50 cuz you need Luigi and access to the 2nd floor. To get Wario, play as Luigi and go to the room with the mirrors. You'll know you're in the right area if you see 2 Power Flowers on the pedestals. Grab one of them and (this is the weird part) run right into the mirror! If you got the flower, you'll go right through it. Turn right and jump into the Wario painting! (note: If you go forward into the door, you'll end up in a white room with a power star!)

31 is the bare minimum. You need 30 to reach Dire Dire Docks, then you need the first Star from there to get to Bowser in the Fire Sea. Complete that for the key to the second floor. Go there as Luigi, and enter the door with the brown arch above it. Grab a Power Flower, run through the mirror and jump into Wario's painting. Defeat Chief Chilly to unlock Wario.
