You need to have 80 stars or more & you need to be Mario.

As Mario, go up the stairs and you will find a hole in the ground, jump through and go through the maze to get to bowser for the last time.

All you have to do is to wait for Browser to give you an open chance then Boom that is how you kill Browser.
