Is there any way to get on the roof of the castle without having all 150 stars?

Yes, actually, but it's very difficult. Go to the left side of the castle (it's the right side if you're facing it). The castle walls are quite tight in this area. You can use them to wall kick to the roof, if you do it perfectly.

It's difficult, though, and Yoshi (or whoever's up there in this version of the game - I'm speaking from memory of the original Super Mario 64) won't speak to you.
