All you need to do to get Mesa is to obtain a (my personal preferance) Kasumi. Then go to the top room of Tabletop Mountain and walk left untill you see a purple line. Mesa is just above the middle of the upper right side of the line.

It takes a while to find sometimes, so just walk out and back in if you don't find it the first time.

I have NO idea how the codes are made...
