Use your water bike to go to places in the ocean and if you go further enough you will meet Johnny. If you beat Johnny in the water race you will get emeralds.
Get tails to make the hover craft.Use the hover craft the best one to go to the light blue parts of the sea chart and unexplored gaps of the sea chart.Go to them with the hover craft.Then beat johnny.If you can't go to tails when you have got to the end of the game and ask him to power up the water bike.Then go back to johnny and beat him.Keep doing this to get emeralds.
