Build large parks it's land value will be highish but surrounding will be low but people will still like it there!

Use large parks, and keep the polluting stuff in one corner. Check the memo. It says "protect the city from pollution"

What I do is I focus on raising the land values of one particular spot by building lots of zoos, stadiums, and large parks around it. Once the buildings become skyscrapers, I just destroy what I don't need and repeat somewhere else.

Commerce is useless, ignore the top meter and build housing and industry, they are great for getting the sims into the town.
Also force the construction of 3x3 buildings, they will house more sims. Make sure they're all HD
