You have to go to the mayor and he will tell you what you have to do to get to the next cave

You still have to defeat the boss in Clemens Cave after you rescue cecilia.

Go to Mayor Godwin to get ALL your cave passes!!

You usually need to beat bosses in caves and plow squares in fields-doesn't matter if it's your field or the fields in the caves.
