You can get either a Cover Fossil which restores Tirtouga, or a Plume Fossil which restores Archen at the relice castle that is located in the Desert resort just off of route 4. Enter the relic castle through the entrance to the right, once there work your way over to the West and try not to fall in those sink holds, there will be a man there who offers you to take one of the fossils.
You can get the Pokemon restored if you go to the Pokemon Museum in Nacrene City, make sure that there is one space opened in your party, once you go in, speak to a Women on the right side of the Reception Counter and she will help restore the Fossil Pokemon.
Another Place were you can get a fossil is from a worker who works on the first level of Twist Mountain, visit him every day and you will be able to get one fossil from him.

Yes,go to The Museum in Nacrene City,make sure your Pokemon pack isn't full.(Make sure you don't have 6 Pokemon in your Deck make sure you have about 5)IF your all so looking where to get them,jkst go to Desert Resort(it's easyer to find it if you keep looking at the town map as you go along)then you will see these statues of Pokemon (Which the so called "Statues" are the Pokemon Darmanitan in Zen Mode)When you see this undergorund thing just go in there(Psst...I always save before iI talk to the person with the fossil that way I can see the one I chose first to see if I like it and if I don't,I get the other Fossil)I LOVE Pokemon!!!I GREW UP WITH IT EVER SINCE I WAS VERY LITTLE AND I STILL LOVE Pokemon TO THIS DAY I'm 11.

Go to relic castle then talk to the lady close to the stairs on the first floor.you can choose plume fossil(archen(rock/flying)) or cover fossil(tirouga(water/rock I think)).Revive it by going into nacrene city then go into the museum and talk to the lady behind the counter on the right.make sure you have less than 6 Pokemon in your party.

In twist mountain at the very last (lowest) cave there is a worker who gives you one every day.

You can find fossils in relic castle right by one of the sinkholes. Also one in twist mountain at the lowest level.
