If memory serves, you get it from Professor Juniper after beating the very last gym in the region. As soon as you exit the last gym, she'll lead you off to the side and shove it into your hands. Really easy way, actually.

Master Ball From the man in black inside the Pok�mon Center after the player has traded 50 Pok�mon in B&W.�

You can get it from beating the last gym and then you beat her you walk outside of the gym then you talk to the Prof. Then you go to her and get a master ball.

You get one after the last gym from professor J. And another from a man in some Pokemon center if you show him that you have traded 50 times. TRADED, not migrated.
