Once you defeat the last boss on the 3rd floor, an elevator will come down at the back of the room. Go up it and you will be on a roof with lots of greenery. You will face Flygon, Charizard, and Salamence. Beat them and it will say "Arena Clear!" Then you will see a bunch of Rangers and Operators. They will congratulate you.
